Jeremiah 42:2 "And
said unto Jeremiah the prophet, Let, we beseech thee, our supplication be
accepted before thee, and pray for us unto the Lord thy God, even for all this
remnant; (for we are left but a few of many, as thine eyes do behold us:)"
We send a book proposal to
a publisher or agent to whet their appetites. If they like what we send, they
may ask to see more and may offer a contract.
For a novel, they will
want the book to be written first. Unless we already have a good fiction track
record, no one is likely to take a chance on us being able to do what we say we
will do in the proposal.
Nonfiction is different.
It is possible to get a contract based on the proposal alone—we just need to be
persuasive enough.
